Leon Lu Lih Youn

Leon earned his law degree at the London University and read in chambers at Allen & Gledhill. Thereafter he joined Messrs Mah Weng Kwai & Associates as Legal Assistant. Leon then joined Messrs Halim Hong & Quek as a Partner taking charge of the litigation and corporate department for 2 years, and then joined Chur Associates as partner for 5 years.

In his earlier years of practice, Leon ventured extensively into litigation matters such as disputes between the directors, contentious probate proceedings, defamation, injunctive remedies etc. Leon also has valuable experience in handling repeating e- commerce frauds. Aside from monetary recovery by civil actions, he laid out strategies for preventive measures to curb any future mischief by targeting the masterminds of the crimes. Considering his proactive and valuable input, the Royal Malaysian Police has set up entrapment exercises to arrest the wrongdoers. These exercises have been successful with the frequency of fraud cases reduced drastically.

After setting up his own firm, Leon has since advised a number of private equity arrangements and collective investment schemes. Recent highlights include a private equity exercise which raised substantial fund for an oil palm plantation project.

He is also pioneer advisor in mobile content industry and has developed his knowledge in the industry at the same pace with the emergence and development of the telecommunication and electronic contents industries. His past anchor projects in this area of practice include the lobby for changes in laws for a more industry friendly fashion with the Malaysia Communications and Multimedia Commission (MCMC).

He has been advising corporations from various sectors of industry which are public listed corporations in Malaysia, Australia, Singapore and Indonesia on retainer and consultant basis. He is currently the lead legal advisor of a number of multinational corporations, including China Communications Services Corporation Limited (Telecommunication infrastructure, stock code HK.552), Toyo Thai Corporation Limited (engineering procurement and construction, listed on Bangkok Stock Exchange), Hitachi Ebworx (a subsidiary of Hitachi Group specialize in banking software), Oppo Electronics Corporation (retail and manufacture of smartphones), TVB Group, Unified Communications Holding Public Limited etc.

Aside legal practice, he stands in as a panel lawyer in several organisations and volunteer endeavours, including acting as an volunteered counsel for “Condemning Batang Kali Massacre Committee” which brought the UK government to court, National SMI Consultative Centre, Malaysian Basketball Association, Malaysian Dramatic Art Society etc. He has also been invited to pen several columns in Nan Yang Siang Pau and China Press since December 2005, expressing legal opinions and thoughts on contemporary social and international issues. He also appears as a regular guest speaker in Ai Fm, the government- operated Chinese radio station, to comment on contemporary social and political issues.
